Proto-Proposal: Rewiring the list

Amend Rule 2282 (Energy) to read:
Ergs are a fixed currency. Ownership of Ergs is restricted to
players.
At the beginning of each month, the following things happen, in
this order:
(a) All ergs and capacitors are destroyed.
(b) For each capacitor destroyed in item (a), an erg is awarded
to its former owner.
(c) For each player, that player is awarded 25 ergs if e is
the Captain, 20 ergs if e is a Pilot but not the Captain,
10 ergs if e is a Marine, or 15 ergs otherwise.
(d) For each office, its holder is awarded a number of ergs
equal to four times the interest index of that office.
When a player registers, e is awarded 14 ergs.
The Power Station Manager (PSM) is an office and the
recordkeepor of ergs.
Amend Rule 2289 (Capacitors) by replacing "class of fixed assets"
with "fixed currency".
Amend Rule 2143 (Official Reports and Duties) by appending this text:
Reports SHOULD include a summary of when and how their
information changed since the last such report (if any).
Create a rule titled "The Listor" with this text:
The Listor is an office; its holder is responsible for
tracking the List of Succession.
Amend the following rules by replacing each instance of "Herald"
with "Listor", and each instance of "Herald's" with "Listor's":
* Rule 2314 (The List of Succession)
* Rule 402 (Identity of the Speaker)
* Rule 2270 (Coups D'etat)
Amend Rule 2284 (Fee-based actions) by removing this text:
- A player CAN move an indicated player an indicated number of
positions P on the list in an indicated direction (up or down)
for a charge equal to one half (rounded down) of the sum of
the Influence Levels of all the positions between the
indicated player's starting and ending positions, inclusive.
Create a rule titled "Logs" with Power 2 and this text:
Logs are a fixed currency. Ownership of logs is restricted
to players.
The Listor is the recordkeepor of logs.
The owner of a log can spend it to move emself one position
up on the List of Succession, or to move another specified
player up to three positions up.
Create a rule titled "The Bank" with Power 2 and this text:
The Bank may own any asset, and have assets transferred to and
from it, regardless of the asset's backing document or any Rule,
Rules to the contrary notwithstanding.
When the Bank is required to make a transfer due to being the
Seller in an Auction, the Auctioneer CAN by announcement cause
it to make that transfer, and SHALL do so as soon as possible.
Create a rule titled "Influence Auctions" with Power 2 and this text:
At the beginning of the month, if the Bank owns less than six
logs, then a number of logs is created in its possession so that
it owns six logs.
As soon as possible after the beginning of the month, the PSM
SHALL initiate an Influence Auction. For this Auction, the
Seller is the Bank, the Auction Currency is ergs, and the number
of lots is the number of logs owned by the Bank, with each lot
consisting of one log.
