For what it's worth, I was planning to hold off on this scam, but gameplay was flagging and I felt that we could do with something to shake things up – additionally, this would be best attempted immediately after an economic reset (so that people didn't lose much as a consequence), but the scam would no longer be possible because the next economic reset will repeal one of the rules it depends on. If the win works, I would not be averse to "skunking" the scam by proposal (i.e. reversing all the changes it made to assets, and in this case the ruleset, while leaving the win intact) – we've done that before when scams have had to inflict damage to the economy in order to function (and it used to be an actual rule at one point).
