For what it's worth, I was planning to hold off on this scam, but
gameplay was flagging and I felt that we could do with something to
shake things up – additionally, this would be best attempted
immediately after an economic reset (so that people didn't lose much as
a consequence), but the scam would no longer be possible because the
next economic reset will repeal one of the rules it depends on.

If the win works, I would not be averse to "skunking" the scam by
proposal (i.e. reversing all the changes it made to assets, and in this
case the ruleset, while leaving the win intact) – we've done that
before when scams have had to inflict damage to the economy in order to
function (and it used to be an actual rule at one point).

(I also only noticed it fairly recently, so didn't have as much control
over the timing as usual.)
