What if a Roulette Game Rule defines an office, and a player deputizes for that 
office, earning them a Cyan ribbon, which is the last ribbon they need to Raise 
a Banner? I think we need to clarify what “wins due to” means.

I think we can use R2505 to just say “flip it to a random Roulette Game Rule."
