Proto (outline only):

   A judge can DISMISS a case without prejudice if e feels that the
   statement is poorly worded for the question the caller is hoping
   to answer, or if the caller provided a lack of reasonable effort
   in presenting the arguments or evidence for eir case.  The
   judge receives no salary for a dismissal but becomes Standing
   again.  DISMISS CAN be appealed; the result of overturning a
   dismissal is REASSIGN and the judge in question becomes supine.

[If the question is poorly worded and asks the wrong question, is it
better for the judge to deliver a trivial judgement that doesn't answer
the question, or simply dismiss, no harm done to either side, with
the friendly suggestion that the caller try again if e wishes].
