Other than the demotion of old Alphas, no player may be affected
twice if at all possible.
Discretionary details covered by the current Grand Poobah's policy.

1. This is a pledge and public contract.
2. OscarMeyr may modify this pledge without 2 objections. Any
player may modify this pledge with Agoran Consent.
3. OscarMeyr may leave this pledge at any time after the resolution
of the current election for Grand Poobah if e is not Grand Poobah.
==Policy elements in decreasing priority order==
4. Caste changes will as best as possible avoid promoting / demoting
a player who paid for eir own demotion / promotion respectively
within the four weeks prior to the caste change.
5. Caste changes will as best as possible avoid promotion or
demoting a player whose caste was changed by payment within the four
weeks prior to the caste change.
6. Promotions will prefer active first-class players over active non-
first-class players over all other players. Ties will be broken by
random selection with equal probability.
7. Demotions will prefer non-first-class players over inactive first-
class players over active first-class players. Ties will be broken
by whoever has held the caste the longest, by the month of eir last
change (August 1 and August 31 will be equivalent); further ties will
be broken by random selection with equal probability.
