It seems like it was answered to the Caller and everyone else's
satisfaction.  So to avoid extended process:

I assign it to myself.

I judge:  FALSE: by R2550, bidding success doesn't depend on having
the bid amount at the time of the bid.

Arbitor policy (not a pledge):  For this one or similarly "trivial"
cases, I won't claim a reward.  If it turns out via discussion to be
non-trivial, I'll file a Motion, recuse myself, and reassign to
someone else.  I'll still publish a [CotC] summary.
