For block kriging yes, for point kriging the prediction (standard) error
will be close to sigma.

Kriging with a pure nugget model is about the same as predicting everywhere
with the mean of the observations, which is probably the best you can do if
there is no spatial correlation and no further information. The kriging error
i.e. the prediction variance will be (1+1/n)C_0
