I think you do us an injustice here.
First of all it is true that HTML::Form and HTTP::Daemon are not
required by any of the LWP modules. In recognition of this we did not
include dependencies on libhttp-daemon-perl and libhtml-form-perl. Those

The module is not in Debian, which is why it is not even a recommends at
the moment. Once it is in Debian, I would tend to agree that this would
be a sensible change to libtest-consistentversion-perl.

The fedora guys have had a good go at this without success. the upstream
author really seems to not understand that his license just does not
qualify as free. I don't think we can even package it in
