I have, in past experienced similar problem with importing files to my
system. How I got my fixed is by editing the export file. The first two
lines of the export should look like the one below:
?xml version=1.0 ?
- dxf xmlns=http://dhis2.org/schema/dxf/1.0; minorVersion=1.2

I was, at first, using the 2.6. I am getting the error after I downgraded to
2.5.

It'll be a good idea to create a module to activate/deactivate

, just go in your dhis folder or apache tomcat and paste that war
file(dhis.war) in webapps!..it wil work.
