I download CSV files from my bank, where each field is surrounded by double
quotes and separated by commas. I open the file in Calc, copy the numeric
columns, and paste into another calc spreadsheet with formulas. This worked
perfectly in version 3.1.1

After upgrading to v. 3.2.1 this no longer works, with confusing results that
look like data corruption. Calc is now importing the numbers as text. In fact,
when pasting the cells it seems to force the destination cells to be fixed as
"text" cells, so deleting the number and manually entering a new number still
produces text. This is very confusing, as the values still look like numbers and
give no hint as to why numeric calculations don't work properly. IF() functions
evaluate all values as positive, sum() functions don't work, etc.

To reproduce:
Create a CSV file with numeric fields surrounded by double quotes such as:
"10/25/2010","-36.00","*","","DESCRIPTION"
"10/22/2010","-269.15","*","","DESCRIPTION"

Import the file into calc.
Try to sum the numeric field column with the =SUM() function.

Result: the sum reads 0, since the fields are not numbers even though they look
like numbers.
