Exporting to PDF/A using the API is ennoying while this problem is not solved. But for me, it doesn't appears allways. I'm using OpenOffice 3.2 for Windows (32bits). The popup only shows if I have started 'quickstart.exe' before I launch 'soffice -headless - accept="socket,host=127.0.0.1,port=8100;urp;" -nofirststartwizard'. After seeing this problem is known at least since November 2008 (http://www.oooforum.org/forum/viewtopic.phtml?t=77298), and it remains still unsolved, I suppose we should not expect it to be solved soon...
