Currently the minimum order of the B-spline is 1. However, there are cases when the constant B-spline is wanted. This would be a B-spline with order 0, see also http://en.wikipedia.org/wiki/B-spline#Constant_B-spline . In other places this is called zero order hold, see http://en.wikipedia.org/wiki/Zero_Order_Hold . Imagine a data series where the first column contains a timestamp in seconds and the second column contains the current state of a switch: 0 or 1. The data series only contains the point where a change happened in the switch.
