Open Office Writer allows you to format numbers in cells of tables so that, for example, you can display leading zeros, but there appears to be no way to do the same thing for paragraph numbers and outline numbers that are generated by the paragraph numbering and outline features. This is a significant problem where official documents require such formatting.
