It does not accept "TRUE" or "'TRUE'" or anything. (If you correct the SQL "select", it will work, but from the graphical designer it does not accept it.) I'm using postgresql-sdbc-0.6.2.zip to access postgresql. I think this problem is a bit similar to issue 53918.
