There is apparently no way to make a particular layout of toolbars persistent.

I looked in Tools->Options and could find no way to show a particular toolbar.
I tried making the Drawing and Insert toolbars visible then saving the current
settings in a template (Writer), but that doesn't work.

I can configure a toolbar's buttons so that when it is displayed, it shows what
I want, but I cannot make the toolbar display automatically when OOo opens.
