when you use OO with the gt-gnome fpicker it doesn't shows
ISO-8859-1 file names correctly and you can't open them
it seems you need to manage the G_FILENAME_ENCODING variable,
try to create a file named foĆ²

I think it's very priritary for gtk/linux success to have this working :/
