As part of the GNOME desktop integration, one of the requirements is to support
disabling of UI customization of all applications on the desktop.

In order to support the same, the patch attached allows UI customization in OOo
to be disabled based on a configuration key. The further part is for this key to
be set based on a gconf key read in by the gconfbackend, as part of the patch in
issue 50817.
