Discovered on Win2K SP4 w/ OOo 2.0.1 (I think it's due to Windows rendering)
This bug is NOT applicable on GNU/Linux OOo 2.0.1 (Debian/Unstable)

There is some toolbars that are context sensitive, like Table toolbar in Writer.
This toolbar only appears if you give the focus to a table (I supposed you don't
always show it). Suppose now it is a floating one. If you move the toolbar, the
position is stored, and when the cursor goes out and in, the toolbar is still in
the position you desired.
But, in order to avoid lost toolbars, if you move a floating outside the screen,
the next time the toolbar appear it will be moved to the edge of the screen,
giving you the whole toolbar.
The problem is, if you gave a reduced size to the toolbar in order to have two
lines of button, OOo guess if the toolbar is out of the screen with the maximal
width (i.e. all buttons on one line), but displayed on two lines. And the
toolbar is very far from the edge, as a two line toolbar is not larger than a
one line toolbar...
I hope I am clear to explain this bug :)
