I believe OOo Draw takes care of functions for organizational charts very well.
For most cases there is no need for an additional program or plugin a la MS
Organization Chart:

One could add terms like "organization chart" or "organigram" to OOo's help. MS
Office 2000's help has these terms and refers to MS Organization Chart. The MS
website also refers to MS Visio for organization charts.
