Steps to reproduce:

1. Open the Properties dialog
2. Select the Description tab
3. Click in the Title text box
4. Change keyboard layour to Thai
5. Type พี่พี่ (on an English keyboard type "rujruj")
6. Now do left arrow 3 times

You will observe that the cursor sticks, instead of moving over one cluster
(base character/combining characters group) at a time.  It sticks slightly
differently on Windows than on Linux.

The behaviour in the Comment text box (which is multiline) is fine.
