In OpenOffice.org 2x (and earlier versions), ba(U09AC) + halant(U09CD) is
applied to wrong character. I am attaching an example ODT document and the
screenshot of the incorrectly rendered sequence. This is a bug with ICU 2.6. It
has been fixed in ICU 3.4. I have backported the fix to this version of ICU, and
the patch will be attached to this report.
