Take a spreadsheet, enter a text in a cell, format the background and insert a
comment to that cell.
Copy the cell to clipboard.
Edit > Paste special
Selection "Paste all" and operation "Add", OK

Notice, that the comment is not pasted, but the background color is pasted.

Expected behavior: The comment is pasted to the cell too.

The combination 'Select "Notes" and operation "Add"' pastes the comment as
described in the help, so "Paste all" should do it too.
