=IF(A1<0;1;-1)

and copy three rows down. Then enter in column A -1, 0, 1

What I see is

-1    TRUE
0     TRUE
1     1

i.e., -1 is formatted as "TRUE" by default if resulting from a formula.
Choosing a fixed number format correct it.
