So it is very annoying when after a save Ooo moves the view to the cursor position rather than keeping the current scroll bar postion. Of course the work around is not to use the scroll bar/mouse wheel, but to use page-up/page-down instead like I used to use before scrool bar and mouse wheels, but I am used to using the mouse wheel now. I have added some votes for this issue.
