When I enter "%delta h" into the formula editor, the spacing between the delta
and the h is too wide. When I enter "%delta %delta hh", the spacing between the
two h's is not too wide but the spacing between the two deltas, and the spacing
between the delta and the h is wide. This can be improved by decreasing
Format->Spacing to 0%, but the improvement is only slight. I also see this in OO
1.1.3 on FC3 (Linux).

I believe this is because in Formula editor, greek letters are treated as
special symbols. The fact that the user can define additional special symbols
makes me think that kerning is not used at all for special symbols.

Both TeX/LaTeX and Word have the correct behavior in this case. The behavior of
OpenOffice is such that it changes the mathematical meaning of the expression.
If there is no easy way to fix this, then at least allow the user to fine-tune
the spacing with something like a "negative gap".
