When you assign numbering to heading levels using Tools/Outline Numbering you
can then use the navigator, the Bullets & Numbering toolbar or the (shift)Tab
key to promote or demote headings.

The trouble is that when you do that it changes the paragraph style (eg Heading
1 becomes Heading 2) but the outline level, and therefore the numbering, appears
to remain the same.

However if you go into Tools/Outline Numbering and just click [OK] the correct
outline level and numbering is displayed. The same thing happens if you save the
file and reload it.
