Vertical ruler cannot be used for resizing/repositioning of headers and footers.

The vertical ruler allows the user to set the top and bottom margins of the page
(the user has to drag a line in the ruler.)

When the user clicks inside the header/footer. a similar line appears in the
vertical ruler. However, this line cannot be dragged to resize or reposition the
headers/footers. In fact, dragging the line results in unexpected random changes
to the footer which cannot be corrected by dragging the line in reverse 
direction.
