If a footnote appears near the end of the page and there is insufficient space 
for 
the footnote on that page, the footnote moves to the next page, while the 
footnote's 
anchor remains on the same page.

The requirement is that footnotes should always appear on the same page as 
their 
anchor, even if this results in a large area of white space at the bottom of a 
page.

Where the footnote paragraph style is not set to "Do not split paragraph" at 
least 
one line should be kept with the footnote anchor. If Widow/Orphan protection is 
enabled, then two lines should be kept with the footnote anchor.

Special case to consider: Where two or more notes appear in the same line or in 
the 
same protected paragraph as the last note, all of the notes should be moved to 
the 
next page if the last note does not fit.
