There could be an option at the "Insert->Tables->Tables"-menu. (Sorry, if the expressions are wrong, but I'm using the german version of OOo.) Afaik, in a document like the attached one you have to insert a hyperlink to a target to jump to every line of the TOC. After an update of it, all the links are lost and can't even be restored by "Undo". So this isn't a very comfortable solution. Please try this out with the added document (e.g. updating the TOC). And sorry, if such an option already exists.
