This does not seem to be expected behaviour, and is inconsistent with what users are used to happening when a header or footer is edited. It's anti-intuitive to have to activate the header or footer before it can be edited---should they not be defaulted into the standard document? If not, is there a way to add an option to allow the header and footer to always be activated?
