2007 -------
When a writer document containing  form controls is set to read-only (winows
file property) then re-open and then saved, the form controls switch to design 
mode.

Step to reproduce 

Create a document with at least one form control - here BugExample134 (I will
attach the file later). 
Verify design mode is off. 
Save the file. 
With the Windows Explorer select the file > properties and check the read-only 
flag.
Re-open the file.
File > Save As ,enter a new filename
Try to click on one control, the green points appear, the form is in design 
mode!
