For more information about the expected behaviur, see the Table 7-1 in URL http://developer.apple.com/documentation/UserExperience/Conceptual/OSXHIGuidelines/XHIGUserInput/chapter_11_section_3.html It is quite annoying on laptop keyboard, since it lacks home end keys. I set it to P3, since "the user interface for a common functionality is confusing."
