If a <text:section> element contains a condition, e.g. <text:section text:style-name="Sect1" text:name="Bereich1" text:condition="ooow:2 > 1" text:display="condition"> and no text:is-hidden attribute, OOo doesn't evaluate the condition. Hence the section is visible, although the condition is true. It seems, if OOo interpretes the absent is-hidden attribute as false. Although the spec doesn't define a default value for it. In my opinion an application has to evaluate the condition whenever there is no value for the attribute is-hidden.
