I posted the solution to this a few days ago.
remove include/linux/isapnp.h from the alsa-drivers package and run
configure again.
It sounds like the same problem. Hopefully that fixes it.

0.9.0rc3 under 2.4.20-pre2 on C-Media 8738 (cmipci):
mpg321 0.2.10: Distorted output. I get maybe 8 pops a second. It's
unlistenable. Both -d alsa and -d alsa09 sound identical.

Well, I got the drivers to compile and install OK under 2.4.20-pre2. I
only had to do two things:
1) after unpacking the archive but before configuring:
% rm include/linux/isapnp.h
2) Apply this patch. Thank the goofy kernel boys for making cosmetic
changes to a "stable" kernel...

I just installed alsa-driver-0.5.12a, alsa-lib-0.5.10b, and
alsa-utils-0.5.10 on a kernel 2.4.16 system. No devfs.
1) To compile alsamixer, I needed to make the following change to the
generated makefile to get rid of link errors:
