ambind is not included in client packages for 3.5.1, therefore the client will error trying to launch amrecover  – is this across the board for all distros/packages?

The solution as above is then to install the amanda-server package.

File a bug against RHEL8 and point them to bug #1710147. This was fixed long ago in Fedora.
