[AMaViS-user] How to stop badh quarantining

I recently noticed that amavis is quarantining bad header mail even though the configs specify $final_bad_header_destiny = D_PASS. Checking, I see that the mail is indeed submitted back for delivery. I don't see any way to convince amavis to not quarantine mail which is also delivered. Am I miss
