I'm not sure I understand the question.

If what you mean is how to label mail as banned (instead of infected),
see my other posting.

If a question is about blocking vs. sending warnings to recips vs. sending
a non-delivery notification - these decisions are still controlled by
the usual settings (*_destiny, %warnrecip_maps_by_ccat).

It is best for a custom hook only to set appropriate contents categories
and leave the rest of the logic alone, although it might be possible
from a custom hook to mess with other program variables, after all
it's just a normal Perl subroutine supplied by administrator.
The risk here is potential incompatibility with future versions.
Sending additional notifications and calling additional quarantining
from a custom hook is acceptable though.
