Thank you for your suggestion on the fuses. I believe fuses are all default
aside from the oscillator. If an experienced eye sees something unexpected
here please kindly let me know

When programming my AmForth HEX file into the atmega644, verify fails with the
report
>> Verifying Flash...Failed! address=0x0050 expected=0xa5 actual=0x00
Exactly the same thing happens with an AmForth compiled for the atmega168
