I second the idea of having ALL config settings, including Toolbar specs, stored in easily accessible CFG file instead of in Windows registry, regardless of Microsoft's point-of-view in this matter. Everyone who supports this idea should report it to the Feedback Center:

Any disk image backup software can do the backup of the whole hard drive or individual partitions. You can have the backup image stored on the same hard drive in a secure partition (inaccessible by Windows or any other OS) or on an external hard drive (the safest option). Acronis True Image
