After a couple of google searches it seems that the "18116" object is a Russian
Cosmos 1855 communications satellite.

Late last night I saw that our own Jim Adams, K0BAM, from Colorado, in the
March 2013 QST. See page 20 for a picture of Jim operating his portable Arrow
setup in the snow.

have now been able to connect with my loc or talk to others
