Why couldn't AMSAT conduct some type of OO program? The offending operators
get a courtesy post card. AO-51 is a nightmare. Sometimes you hear the same
ops on each pass calling one another. If you want a decent qso, go on AO-7 etc
and free up some AO-51 downlinks.
