and i don't know for sure if it still does it, but Internet explorer
could in the past work just like a FTP program also.

I use Filezilla. If you're a Linux man then you already have an FTP client
provided.
If your ISP doesn't allow you to FTP into your web space, get another
IPS/hosting company.
