Android itself is an operating system of it's own which is running on
a modified linux kernel. So basically you don't have the choice on
which OS android should run.

However if you're asking about which plattform to use to develop
Android applications: You can use any of the supported OS you want
(Linux, Mac, Windows) as long you have Java JDK 1.5 or 1.6 running
there.
