Is there a better/faster way to develop Android.bp in the AOSP tree than
waiting for the many (> 60) seconds it takes to "analyzing Android.bp files
and generating ninja file at out/soong/build.ninja" after any change to any
Android.bp file in the tree?

(aosp_cf_x86_tv-userdebug) does not boot fully, however I do have the phone
variant (aosp_cf_x86_phone-userdebug) booting.

Looks like LeanbackLauncher.apk is broken. If you replace your
/vendor/google/fugu/proprietary/LeanbackLauncher.apk from Android 7.1.2
(N2G48C), then you'll get a working (legacy) home screen.
