Are you using TextureView? Do you see the same issue with a GLSurfaceView?
You could also try

anything strange is going on in the system when you drop frames.

I was using HELIOS version of eclipse.
Looks like this ADT requires a more updated version.
I upgraded to Kepler and then it worked.
