I am experiencing this exact error as well. If it helps, I have tried
accessing https://developers.google.com/mobile/add with Chrome and
Microsoft Edge, both giving me the same response as already reported. If I
could be notified when this issue is resolved, or if someone could let me

I have chrome installed on my windows 8.1. Whenever i click on any link on
any site, the link opens as it should open normally but along with that, a
new tab opens and a page open that new tab, which is advertisement page.
