As a workaround you can recommend your users the MoreLocale application to
change their Locale to Swedish.
But I am also interested in application level locale setting. Did you report
the issue?

Is there a way to add my IME Preferences to the "Locale&Text" menu, just
like the Latin and Pinyin IME's. Or is this restricted to the keyboards that
ship with the platform?
