I was getting the same issue. Running Ubuntu 9.10 Karmic x64, with
Motorola Droid plugged in.

I followed the guide on android.com until I couldn't get any further.
I also found: http://ubuntuforums.org/showthread.php?t=1305691 , but
thats the same, and didn't work for me.
# echo 'SUBSYSTEM=="usb",SYSFS{idVendor}=="0bb4",MODE="06 66"' > /etc/
udev/rules.d/51-android.rules

I'll ignore typos in above postings:
droidfan (51-andorid.rules) -> (51-android.rules)
josteinaj (UBSYSTEM) -> (SUBSYSTEM)

I also, for lack of options, I put in an entry for each device, and
nothing different.

Dmesg saw a Motorola A855.

My solution was to restart the droid, after having enabled 'enable
developer mode'.
Now ./adb devices reports an id. So, my issue is solved.
I might recommend restarting your pc. I didn't, but it might help.
