I am targeting 2.2 using eclipse. I have a Broadcast Reciever that I
have given permission to process outgoing calls. When I run the
application, and make a call out, I get an error on the screen saying
the application has stopped unexpectedly.

You can try with one more permission i.e.
android.permission.NEW_OUTGOING_CALL
From your description without code snippet i am not getting your problem in
detail.
