I understand that there are 2 broad options for beta distribution for 
Android apps on PlayStore : *Open Beta & Closed Beta.*
The Open beta seems pretty self explanatory.
I am considering the closed beta option but there is one issue which I 
would dearly love to be clarified in this respect.

The official Google docs say that invitation by email in a closed beta 
distribution allows for up to *50 groups of 2000* beta testers per track.
My question specifically is , how is this limit applied ?
Does this mean that there can be up to 100,000 beta users per beta app 
published or is the restriction applied at the developer account level 
(across all published apps).
So, say we released a second app (branded for a different set of end users) 
would we have already eaten into the quota by virtue of having distributed 
a different app to some thousands of "beta" users ?

I would need a fairly definitive answer on this as it will inform our 
decision to go with open beta or closed beta (or even full public/reviewed 
app available just like most consumer apps).

The context here is a B2B type app aimed at a niche market. The app is 
protected via strong auth, SSL , etc but we would prefer ideally if it 
wasn't listed for general public download.
